Childcare centre converted from car park space to open at Wisteria Mall
Schroders purchased the shopping mall from BBR Holdings in 2022 for $208 million. The shopping center is the retail component of 99-year leasehold, mixed-use development The Wisteria in Yishun, that includes a 216-unit flat.
Knight Frank was selected to inform Schroders on the guidelines, terms and conditions of the CSFS and ECDA licensing framework, along with verifying the demand for child care programs in the location.
The brand-new facility will be run by Artemis Preskool and is recommended by the Early Childhood Development Agency (ECDA).
According to Knight Frank, the conversion demanded substantial physical groundwork to sustain the centre’s tasks, a brand-new people lift resulting in the brand-new center, dedicated parking lots for customers, and secure accessibility to an outside backyard in a close-by HDB estate. The entire preparation and development procedure took over 14 months to finish.
According to Knight Frank, the demand for a child care center to service the surrounding area had been identified by the shopping mall’s owner– international investment management company Schroders– ever since early in 2023. As Wisteria Shopping mall was already built to its maximum acceptable GFA, the company tapped on the CSFS to transform section of the existing car park space into a childcare center.
A new childcare center is arranged to open up at Wisteria Mall on July 1. Found at the shopping center’s 2nd storey parking area, the preschool is the primary child care hub under URA’s Community/Sports Facilities Scheme (CSFS) converted from parking lot area claims Knight Frank Singapore in a June 25 press release.
The CSFS gives bonus gross floor area (GFA) to property developments for the reasons of community and sports uses, subject to a total cap of 10% of the optimum allowable GFA for the location following the Master Plan or 21,528 sq ft, whichever is cheaper.
On the other hand, CBRE was assigned as campaign administrator to look after building and construction programs and submissions to pertinent governments to obtain the required legal approvals, including URA authorization for the change of use.

He includes that new facility will definitely broaden Wisteria Mall’s lifestyle offerings at Wisteria Mall and is part of Schroders’ ongoing rejuvenation of the shopping center ever since obtaining the property.
